Online Examination a trend or business ?

मैं ये ब्लॉग हिंदी में इसलिए लिख रहा हूँ ताकि बहुत से लोगों को इसे पढ़ने में सहूलियत हो। और हमारे समाज में हिंदी बोलने और समझने वाले जय्दा लोग है। और वैसे भी ये एक Social Issue है और Social Issue उसी भाषा में उठाना चाहिए जिसे जय्दा से जय्दा लोगों तक पहुंचाया जा सके:

आजकल Online Examination का बड़ा ट्रेंड सा चल गया है। जहां देखो वहां Examination को Online करने में लगे है सब। पर किसी को नहीं पता की इससे फायदा क्या होगा। इससे कितना घाटा होगा इतना तो सबको पता है।  पर फायदा क्या होगा ये किसी को नहीं पता। बस बड़ी बड़ी कम्पनिया इसमें कूद गई है तो सबको लगने लगा की अब अच्छा होगा।

एक बार एक अफसर ने मुझसे पूछा की Online Examination में तो सब कुछ एक Server से हैंडल होता होगा। सब कुछ एक centralized server में सिक्योर होता होगा। 
तो मैंने इसका जवाब दिया। सर, अगर सब कुछ centralized server से ही कंट्रोल होता तो फिर हर एक सेंटर पे server की क्या जरुरत है। 

अगर आपलोगों को पता नहीं हैं तो मै बता दूँ की ऑनलाइन एग्जामिनेशन का प्रोसेस क्या है। 

एक कंप्यूटर सेंटर होगा वहां पर 200-250 कप्यूटर लगे रहते है और 1-2 सर्वर लगे होते है। सेंटर पे जो सर्वर होता है उसमे सारे software और questions रहते है। फिर उस सर्वर से सारे कंप्यूटर में डेटा फ्लो नेटवर्क के जरिए होता है और examination सुरु होता है। 

अब जरा ऑफलाइन एग्जामिनेशन का प्रोसेस भी समझ लीजिए। 

एक नार्मल सेंटर होता है जहां पर 200-250 कैंडिडेट्स के बैठने की व्यवश्था होती है। सेंटर इंचार्ज के पास सारे questions सील बंद होते है। फिर समय से 15-20 मिनट पहले सील खोला जाता है और examination सुरु होता है। 

अब अगर आपलोग समझदार है तो दोनों में अंतर क्या है ये समझिए। इसमें समानता ये है की हरेक सेंटर का इंचार्ज जो है वो एक server हो गया। और अंतर ये है की सर्वर क्रैश कर गया तो एग्जाम कैंसिल करना परता है पर ऐसा ऑफलाइन एग्जाम में नहीं होता है। 

अब ये बताइए की ये कौन सा ऑनलाइन एग्जाम है ? ये किस तरह का एग्जाम है भाई जिसमें पैसे पहले से दोगुने लग रहे है और एग्जाम भी कैंसिल हो रहे है।  और गाओं (villages) के कैंडिडेट्स के लिए तो और आफत है। जिसने आज तक कंप्यूटर देखा ही नहीं है वो कैसे एग्जाम देगा कंप्यूटर पे। वो माउस कैसे चलाएगा ये समझ में नहीं आ रहा।  जब मैंने कंप्यूटर सिखा था तो मुझे एक हफ्ता लगा था माउस को ठीक से हैंडल करने में और सरकार चाहती है की ये सब बस बच्चे बिना देखे ही कर ले। 

जब सब कुछ एक सेंटर से ही मॉनिटर होना है तो Offline Examination में क्या दिक्कत थी। तो इसका जवाब आया की Offline Examination में धान्द्ली बड़ी होती है। फिर मैंने कहा, Online Examination से कैसे धान्द्ली रुक जाएगी। कोई जवाब नहीं क्योकि किसी को पता ही नहीं है की Online Examination कहते किसे है। इसे बस कंप्यूटर बेस्ड एग्जामिनेशन कहा जाए जो बस एक दिखावा है बड़े बड़े ऑर्गनिजशंस को फायदा पहुंचने के लिए. क्योकि अगर सरकार ऐसा नहीं चाहती तो पहले वो सारे सरकारी स्कूलों में कंप्यूटर लिटरेसी मुहैया कराती। लेकिन बड़ी बात ये है की इसके लिए आगे कौन आएगा भाई। 

ये ब्लॉग सिर्फ उन स्टूडेंट्स के लिए है जो सरकारी नौकरी के लिए फॉर्म भरते है, मेरिट होने के बाबजूद उनका सिलेक्शन नहीं हो पता। कल एक M.P. Govt. का B.ed के एग्जाम के बारे में पता चला। पेपर में भी न्यूज़ आया सायद आपलोगो ने भी पढ़ा होगा। जिन कैंडिडेट्स ने अपने शहर के लिए सेंटर का चयन किया था उन्हें कही दूर सेंटर दे दिया गया और ये किसी एक कैंडिडेट्स की बात नहीं है। बहुत सारे ऐसे कैंडिडेट्स है जिनका कहीं दूर सेंटर दे दिया गया। और इसमें सबसे बड़ी मूर्खता की बात ये है की नोटिफिकेशन में लिखा था बॉल पेन लाने को O.M.R शीट भरने के लिए, लेकिन जब एडमिट कार्ड आया तो पता चल की ऑनलाइन एग्जाम होगा। ये क्या नौटंकी है। 

और हाँ कोई मेरे बारे में बोलने से पहले ये जरूर सोचे को आपने क्या किया इसके लिए। तो सायद आपको शर्म आएगी अपने आप पे। और जहां तक मेरा सवाल है तो मैंने एक सुचना अधिकार कानून (RTI) का इस्तेमाल किया था इसके लिए, पर इसका जवाब मुझे ये मिला :

अब मुद्दे की बात पे आता हुँ। अब कहाँ गए वो स्टूडेंट्स लीडर्स जो मीडिया में आए दिन दिख जाते है, कहाँ गए वो नेता जी जो विकास की सिर्फ बात करते है पर दीखते नहीं है। कहाँ गए सारे। क्यों नहीं कुछ स्टूडेंट्स मिलकर इन सब डिसीजन्स को चैलेंज करते है कोर्ट में?क्यों सब जैसे चल रहा है वैसे चलने दो के तरीके से जी रहे है? 


मेरी सारे स्टूडेंट्स से request है की प्लीज कुछ करो एकजुट हो फिर देखो किसी सरकार और कॉर्पोरेट की हिम्मत नहीं होगी एग्जाम का तरीका चेंज करने की बिना तुमलोगों से पूछे हुए। आखिर सरकार चाहती क्या है गरीबी दूर करना या गरीबों को और गरीब कर के हमेशा के लिए हटाना?
